Please be as precise as you can.

What vendor/version of Linux do you have?

What modem do you have?  Is it listed as Linux compatible on the modem
list
available from  http://www.o2.net/~gromitkc/winmodem.html?

Are you attempting to access an ISP?  Which one?  Have you contacted
your ISP?  Pacbell does not support anything other than Netscape under
Windows, but do you also have some Windows OS on your system that
you could first use to partially debug the sequence?

Have you looked at the ppp setup in Linux? What have you investigated
to try to solve the problem? If RedHat, have you looked at the CD
documentation on disk 1?
